    Reporting to the Managing Counsel, Health Affairs & Technology Law, the Senior Counsel or Principal Counsel advises UC Health, Office of the President, Faculty Senate, and campuses and Office of the President stakeholders on a broad range of cybersecurity and technology matters. Represents the Office of the General Counsel on the University's Cyber Risk Governance Committee; serves as counsel to the Office of the President GERI (General Counsel, Ethics, Compliance, Audit, Privacy, Risk, and Information Technology) Committee; provides primary legal support to the Office of Information Technology Services and the Cybersecurity Audit Team; serves as lead system attorney on major cybersecurity incidents and provides advice as needed to campus- and health-system based researchers, attorneys, compliance officers, research administrators, and other stakeholders on cybersecurity and technology matters; and provides legal support to UC CIOs and CISOs working on systemwide technology initiatives.

    Responsibilities

    • Recognizes strategic needs of the organization and proactively builds relationships with appropriate stakeholders to ensure successful outcomes.
    • Serves as a trusted strategic partner with University business units, providing practical advice and alternative solutions to business issues.
    • Advises and renders opinions to senior leaders with respect to the legal implications of establishing or changing policy.
    • Works with colleagues at the Office of the President or campus / medical center locations to develop and modify practices and procedures to conform with changing legal requirements.
    • Keeps informed on changing legislation and case law developments affecting overall operations of the University as they relate to the area of responsibility.
    • Provides advice and counsel on complex legal matters.
    • Directly negotiates matters on behalf of The Regents.
    • Prepares cost / benefit proposals concerning areas of work to perform in-house, versus payment for an outside firm.
    • May act as a liaison with outside counsel, and / or represent the University in complex transactions and regulatory matters. Typically manages outside counsel budget for approved projects or engagements.
    • Develops objectives and ensures service according to established priorities.
    • Delegates work effectively.
    • Ensures accurate record keeping in compliance with OGC data quality protocols. Complies with delegations of authority for committing University funds.
    • Provides clear expectations and mentors legal support staff to establish strong commitment to teamwork and to meet expected levels of productivity and accuracy.
