The East Bay Municipal Utility District (EBMUD), one of the largest and most innovative public water and wastewater utilities in the United States, is currently seeking two highly motivated and public service- oriented attorneys to join a team of seasoned legal staff in its Office of General Counsel. Under general direction of the General Counsel, these Attorneys will join a staff of seven other attorneys who advise and represent EBMUD in a variety of legal matters.

The most competitive candidates will have previous experience in two or more of the following areas of law:

• Civil litigation or administrative hearing practice, including law and motion, and discovery;
• Municipal or public agency law, including issues arising under open government and public records laws, conflict-of-interest law, elections law, campaign finance law, governmental immunity, and other law that applies to public entities located within California;
• Public utility law, including public financing, taxation, and public utility rates and charges;
• Public contracting and public works;
• Human resources counseling and litigation, including diversity and inclusion; and
• Contract review and development.

Each of the positions will be filled at either the Attorney I, Attorney II or Attorney III level depending upon the qualifications and experience of the selected individuals. Initial placement within each range is based upon qualifications.

Requirements include a JD from an accredited law school and varying years of professional experience in public or other applicable areas of law. All candidates must be licensed to practice law in the State of California and possess technical competency in preparing, presenting, and conducting cases; presenting clear and logical statements of fact, law, and argument in written and oral form; analyzing and drafting resolutions and regulations; performing legal research; and communicating effectively, clearly, and concisely both orally and in writing.
